Update CalibrationRun Sim flag to allow the possibility of producing CaloCalibrationHits in the ZDC

Preparatory changes for !67996 (merged). This merge request updates simFlags.CalibrationRun and flags.Sim.CalibrationRun syntax to allow for the possibility of producing CaloCalibrationHits in the ZDC.
