Remove R21 recommendations block from TauEfficiencyCorrectionTool

This MR is going to remove the R21 recommendation block from the TauEfficiencyCorrectionTool. Additionally, a status FAILURE will be returned in case the tool is badly configured not requiring any type of efficiency correction
