tauRec: propagate extra timing cut settings to pi0 topoclustering

Hello,

This MR is propagating additional timing cuts (developed by egamma to mitigate cross-talk effects) to the pi0 topoclustering in the tau reconstruction. These settings are not enabled by default, and are considered for a future reprocessing.

I didn't implement legacy JobProperty flags, as the legacy config will be phased out soon.

Tagging @ademaria , @sineadf , @akaczmar for taus, and @gunal who tuned and implemented these cuts.
