Db implementation strip veto

Bhupesh Dixit requested to merge bdixit/athena:db_implementation_strip_veto into main

These changes effectively allow the bad_module IDs for the Strip Detector to be read from a database (sqlite). Previously, JSON files were being used in place of database to study the masking of Strip modules.
