Displaced Jet Trigger fix config for single jet trigger

The displaced jet single jet trigger was misconfigurated and did not apply the displaced track cut. This fix corrects this. As a result of the change in selection, the threshold can be lowered to recover signal efficiency.

This MR adds 2 new chains (with different thresholds) directly to the physics menu, and removes the old chain. Additional chains are added to the dev menu with varying pT thresholds
