Extend LAr SCell configuration in digitization to Run 4

Tim Martin requested to merge tamartin/athena:enableLArSCDigiForR4 into main

Extends Run3-blocks in the configuration to encompass Run4 too.

With this I get the SCell container output in digitized s4254 R4 HITS.

I also merge CaloSuperCellAlignCondAlg as part of LArSuperCellBuilderAlgCfg too as LArRawChannelBuilderSCAlg requires this and it is otherwise only scheduled via another quite separate configuration fragment, LArGMConfig.py.
