Towards integration of RDO to RDO_TRIG in R4

Tim Martin requested to merge tamartin/athena:run4_RDOtoRDO_TRIG_boilerplate into main

This MR switches the default menu for R4 MC production to MC_pp_run4_v1_BulkMCProd_prescale

It also takes a first pass through to update the menu, and ports over the chains @ewatton started to run against in !68090 (merged)

This is a follow on to !68314 (merged) which added super cells to the R4 RDO, allowing us to simulate L1Calo to seed the HLT.

Review note: A number of chains are commented out in the menu file, as we often do. The goal here is to follow these up on JIRA tickets and un-comment them when the cause of their crash has been resolved. In all cases here it is due to having the ITk rather than PIX+SCT+TRT.
