ATR-28692: move Legacy lepton+tau (and some multi tau) L1 in the MC menu and introduce the corresponding Phase-1 version

Edits to the L1 menu to introduce the Phase-1 version of various lepton+tau and multi tau items. This operation required to edit also the _inputs file in the /L1 package. Small edits also made in the HLT Menu.
