While doing final checks on CA vs legacy configuration for simulation I spotted that the truth strategy configuration for AF3 Parametrization input. A public instance of the truth strategy tool was being configured, but a private instance of the truth strategy tool was being used in the job.

With this change then the output of legacy AF3 Parameterization input simulation will change to match the CA-based version, but will differ from what was run previously. This change should go in for now, but it would be good if @jbeirer, @zhangr and @cyoung could check whether the change (minimum momentum cut of 150MeV (up from zero) on recording the truth info in the Calo) will adversely affect anything. We can readjust the configuration in a future MR - I just want to ensure everything else in the output matches before fully deprecating the legacy configuration.

Added further changes fixing the legacy configuration for the HITtoRDO and RAWtoALL steps in the ART test.
