Projects: Update to LCG_104d_ATLAS_1, TDAQ/TDAQ-COMMON 11-02-01 and Externals 2.1.9

Update all LCG dependent Projects to LCG_104d_ATLAS_1 and tdaq/tdaq-common 11-02-01 - this is mainly an update to ROOT 6.28/12.

In addition upgraded all projects to atlasexternals-2.1.9. The changes wrt. atlasexternals-2.1.8 are (atlasexternals@2.1.8...2.1.9):

• Update to ROOT 6.28/12 for AnalysisBase
• Add MCFM cmake find module (@ewelina, @cgutscho)
