Egamma cookie cut fcal
Forward electron reconstruction uses both ecal and fcal clusters but only cookie cuts ecal clusters. This MR extends simply extends cookie cutting to handle fcal clusters using the same cone based selection criteria as egammaLargeClusterMaker.
Also makes selection based on >= rather than > to match what is done in egammaSuperClusterBuilderBase.
