Multi-bc L1Topo HLT items. ATR-28563

This implements 2 simple HLT trigger menu for multi-BC L1Cal. This uses the L1Seed with no_algo prescaled alongside a calratio algo for minimal/no prescaling.

This builds on top of this merge request here. !68417 (merged)

We'd like to merge !68265 (merged) first before this goes in. It has the switch to Phase1 jets and is important for sample T and been hold up by conflicts most of the day.

Hi, Since the Jet Ph1 update is a big MR in order to prevent changes in the reference file I added !68265 (merged) as dependency to this MR. Cheers, Marco \cc @astruebi @lidiaz
