[!68591][ATR-28760] Use getFlagsForActiveConfig for ID Trigger

Follow up to !68591 (merged) from yesterday.

Move to using getFlagsForActiveConfig to handle Run3 vs. Run4, else we break the ITk tracking setup for muons.

(Also shows the need for a Run 4 trigger CI ART test - I will work on this)
