MdtCalibEventLoop - Memoryleak debug

Update the rpcCalibRawDataProvider and tgcCalibRawDataProvider by using unique_ptr for better memory handling. Set the fake lumi to 200 instead of 0 to avoid the reloading of the same IOV.
