Remove legacy RecExCommon + related directories under RecExample

First attempt to remove RecExCommon and related directories from the main branch.

Remaining in RecExample are: RecExRecoTest RecJobTransformTests (containing ART test definitons) RecExOnline might need more discussion with online/HLT folks

3% of the CI tests failed. It looks like some of them could be resurrected by reinstating RecExConfig.RecFlags.

You can ignore any trigger related failures as we have MRs in the pipeline that switch all these tests to CA.

I wonder what is the plan with the RecExCommon removal? Are we still aiming to do this before the branching? In that case it would have to happen in the next two days.
