JetPresel: adding option to run with prefilters

The preselection chain dictionary defined in JetPresel.py was not storing any values for the prefilters key, possibly because no filter was used in the preselection before. The MAXMULT filter is useful for the DIPZ preselection and was only working in the main chain. This should fix it.

I want to do some further debugging on what jets are selected and if the default 20 GeV threshold is being picked up by the DIPZ scenario. But that will be in a separate MR.
