Fix of BIL-BIR detarmination in TrigL2MuonSA pt calculation

Fixed a bug in the determination of BIL and BIR in TrigL2MuonSA pt calculation. A wrong unit[cm] of SP used in BIL and BIR discrimination has been changed to the correct unit[mm]. This fix significantly improves the pt calculation in Large Special.
