TrigValTools: update Hijing RDO

Hello,

In the context of the HI ART test migration (ATR-28264), we can opportunistically move to new Hijing RDO (MC23a) based on ATLHI-483 HITS. I checked that test_trig_mc_v1DevHI_newJO_build.py runs fine with this input (this HI test currently runs over ttbar because our current Hijing RDO is too old). The new files are on cvmfs. 250 events and about 1 GB per file.
