Avoid experiment cut

This should bring the pixel seeds back to normal counts. It looks like we are applying experiment cuts also for non Fast Tracking, this should avoid it

However, this issue triggered a few things we need to do as followups:

  • need to re-check the seed configuration, to be sure it is properly propagated to ACTS
  • need to start adding unit tests (on 1 event) also for CKF and Ambi that compare the sp, seed, track numbers so that we do not have these surprises
