Updated DetAnnealingMaker temperatures for primary vertexing configs

Use consistent temperatures with respect to legacy config https://gitlab.cern.ch/atlas/athena/-/blob/main/InnerDetector/InDetExample/InDetRecExample/share/InDetRecLoadTools.py#L548

Went unnoticed to far because this is not used with the ACTS AMVF config but relevant for ATLASRECTS-7850 since the IVF is used for BeamSpot reconstruction. Should solve the last remaining discrepancies between legacy and CA config. FYI @borisov @gfrattar @jburzyns

@kostyuk @nribaric for the AMVF secondary vertex configurations, I kept a configuration with the previously configured temperatures.
