DB upload/download/duplicate test

Follows on from !65051 (closed)

Uses changes from @ballbroo - atlas-tdaq-software/TriggerDB!37 (merged)

Adds EOS copy to access DB authentication files to be able to work in ART

Already updated to CA, and sets errorOnMissingTOB=False to avoid issues with old data missing TOBs
