Move detailed messages on L1Topo parameter checks to debug

Teng Jian Khoo requested to merge khoo/athena:main-silence-L1TopoParamCheck into main

We don't need printouts confirming that every L1Topo algorithm has parameters specified in the right order. The errors suffice, and one can change the log level if debugging.
