TrigP1Test: remove dumpConfig tests

With the CA version of athenaHLT, the default run mode is --dump-config-reload. So there is no need to have separate tests that run --dump-config-exit as the pkl/json file is available for each ART test now.

For reprocessings, one of the regular ART tests should be used as the basis for the SMK. For P1, experts are anyway running the athenaHLT command manually.
