Migrate PG twiki into the git README

Tidying the documentation, and migrating the https://twiki.cern.ch/twiki/bin/viewauth/AtlasProtected/ParticleGunForAtlas Twiki docs here as is the new standard, with the aim of replacing the Twiki content with a link to the gitlab repo.
