Fix two bugs in the sTGC readout elements for SQLite geometry intialization

The first bug involved strip pitches, not correctly initialized from SQLite. The second involved faulty logic to activate cutouts in the "diamond-shaped" QL3 detectors. Only minimal changes were required to fix these bugs.

Build area was cleaned as per request posted in the DB. The full software build will be performed
