Added AFP TOF L1 items and streamers

This MR addresses the changes in ATR-28785. Added L1_AFP_A_AND_C_TOF and L1_AFP_A_OR_C_TOF_EMPTY/FIRSTEMPTY/UNPAIRED_ISO/UNPAIRED_NOISO items to the L1 menus, and their respective streamers to the P1 menu.
