Fix missing x-axis titles in web-display TEfficiencies

This MR fixes a very long-standing problem with web-displays (for HLT Reprocessings and DQ Sign-Offs), where the x-axis title of TEfficiency plots are missing.

I tested the fix by running physval_make_web_display.py, with the efficiency distributions from the Tau Trigger offline monitoring.

For the record, this MR causes segfaults with 2D TEfficiencies (since different methods are used for one and two dimensions).
