TrigP1Test: update debug stream test

Hello,

As suggested in ATR-28571, this MR:

• renames test_trigP1_v1PhysP1_trfDbgStream_build.py to test_trigP1_v1PhysP1_trfDbgStreamData21_build.py
• introduces test_trigP1_v1PhysP1_trfDbgStream_build.py with a similar setup, based on a data24 test file ('data' was renamed 'data24' for clarity), and a step is moved to CA (thresholds for info/warning/other messages were adjusted so the test runs successfully)

The new file has been copied to EOS.
