TriggerMenuMT: remove NoCAmigration

Remove the NoCAmigration exception and associated code (ATR-28792). Also replace redundant OrderedDict with dict.

Menus and job configs are identical before/after this change.

Waiting for !69397 (merged) to avoid conflicts.
