complete migration from config to flags : AthConfigFlags

final part of the migration after !68756 (merged)

modified some function signatures to include flags as an argument and use flags to pass input in the tracking related part of the jet/unconventional menu

make getInDetTrigConfig an internal method

removed outdated addJetTTVA method
