Updates in TileJetMonitorAlgorithm

Tomas Davidek requested to merge davidek/athena:24.0-tile-jet-mon-alg-update into 24.0

creating separate histograms for "special" cells in individual layers (LB[A|C] B9, EB[A|C] C10, D4, E1, E2, E3, E4). Also allow for different energy ranges for ordinary cells and E-cells, when storing individual channel time histograms.
