FTF GPU ITk: Add triplet confirmation

Add a fake triplet filter based on duplicates finding:

Criteria for being a duplicate:

• the same inner and middle spacepoint
• outer spacepoints are on different layers
• pT has the same sign
• pT is equal within stddev

Additionally:

• Set FTF useGPU flag based on InnerDetector flag
• Add two more outer layers from volumes 91/71 and 90/70 as possible middle spacepoint layers

The code will be further optimized to fully utilize GPU resources

Hi @aporeba, we have a guideline that Trigger MR-s should be targeted to 24.0. Not sure if the updates in the Trigger GPU code fall into this category. Anyway, could you please confirm that these updates are indeed intended for the main branch only? Thanks.

This is an ITk development, or are you suggesting that we might still be using release 24.0 by the time we start the Phase II with thew High Lumi LHC ?
