Updated default Hot-RoI mask LUTs to v2 for L1MuonEndcap

The Hot-RoI mask which vetoes the trigger output at the very weak magnetic field region is updated to v2 to be used for operation 2024 and onward. It has been optimized by offline study and we found the v1 is not optimal.
