Defferr sequences creation in HLT menu generation step
With this MR the MenuSequence generation is delayed by one step (from ChainConfigurationBase.getStep) to ChainStep. I It will not bring any gains in menu generation speed yet but it is a fist step towards that direction.
I was able to make adjustments in all places but now got into jets where the structure of the chain construciton different from others. So need an advice form @khoo on how to proceed.
The big picture can be discussed over caffee cup during TDAQ week.
