Add track hasValidTime to monitoring

This MR adds hasValidTime of TrackParticles (a part of HGTD timing information) to physics validation monitoring and CampaignsARTTests. The value will be monitored as the efficiency vs. \eta, since non-zero efficiency is expected only within HGTD acceptance (2.4<|\eta|<4).
