Add protection against bad vertices in InDetBeamSpotFinder

Guennadi Borissov requested to merge borisov/athena:beamspot-24.0-7 into 24.0

Some vertices produced in Rel 24 have the wrong covariance matrix: negative diagonal coefficients or Abs correlation above 1. I add protection against such bad vertices in beamspot calibration software.
