Fast tracking ci for acts

During a discussion with @pagessin, on a totally unrelated topic, I've had an epiphany and realized we do not currently have a CI test for checking the ACTS Fast Tracking configuration. So I added it.

@ncalace @lfaldaul this schedules the fast tracking configuration for ACTS. I had to apply a few changes to the track finding configuration (\cc @adye and @goetz) since that part of the code was not behaving properly for fast tracking.
