Define default threshold vlaues for Phase-1 Tob thresholds outside of explicitly configured eta ranges

This MR copies the default behavior of Phase-1 jets (both, j+gFEX, small+largeR) to other (local) Phase-1 Tob thresholds for Tobs found outside the eta range(s) defined for a given item (i.e. the implicit threshold value for such cases is set to a value well above any possible Tob ET value, thus vetoing all Tobs outside the explicitly defined eta range(s)).
