Draft: Treat elastic decay chains as a single particle for associated hit counting.

When counting si hits associated to truth particles treat truth particles of elastic decays as defined by the ElasticTruthTrajectoryBuilder as a single truth trajectory. The latter is used by the DetailedTrackTruthMaker which is used to match truth particles and tracks. This increases the si-hit count per "truth" particle. As a consequence slightly more truth particles will pass the si-hit cut leading to a possibly lower technical efficiency in InDetPhysValMonitoring.
