ActsGeometry - Introduce NoDeletePtr & DetectorAlignStore & misc

• Introduce NoDeletPtr to be used in the DetectorVolumeSvc for the interfacing of the AtlasTools with the Acts::IDetectorBuilders
• Introduce DetectorAlignStore which will superseed the RawGeomStore in !70106 (merged)
• Explicitly schedule the ActsGeometrySvc for the TruthParticleHitCountAlg

Actually, it's breaking-out developments from !70106 (merged) and not used in production.
