TileMonitoring: Remove old Tile monitoring tools for TB, TMDB, and noise

Old (not thread-safe) Tile monitoring tools for Testbeam, TMDB, and noise have been removed because they have been migrated to the corresponding thread-safe monitoring algorithm for Run3.
