TileMonitoring: Update Tile online monitoring script

Script to run online Tile monitoring has been modified to and to tune events buffer sizes of monitoring tasks for online monitoring, and to tune number of samplers the noise and MBTS monitoring tasks are connected to, and to fix configuration of input files via command line options.
