Fixing issue in STDM7 with unproper selection of DNNLoose electrons

ATLASDPD-2055 (discussion) The preliminary DNNLoose menu for electrons is not tuned below 15 GeV, previous preselection in STDM7 accepts ALL electrons in the container below 15 GeV which might be not really sustainable. This merge request modifies STDM7 to mitigate this problem.
