Fix of the RampMaker and HvCorrections scripts after cleanup

Damir Fabrice Rassloff requested to merge drasslof/athena:HVandRampMakerFixes into 24.0

The main reason for the upgrade was that in the merge request !69815 (merged) several .txt files were removed. I requested the move of those files into the cvmfs. With this MR I'm changing the paths. Additionally, it was discovered that we were still using at some places the Run1 DB. I changed it that we use the current DB. The last change was that I updated two scripts from python2 to python3.
