TrfTestsART: Add simple Athena/CUDA test on NVIDIA GPU PanDA queues

Add a simple Athena/CUDA test on NVIDIA GPU PanDA queues in the TrfTestsART package.

This will currently only work on PanDA queues with NVIDIA kernel modules version 550.* that matches cuda 12.4.
