ATR-28945: Add TagAndProbe group labels to Primary prescale set; ATR-28198 adjust Primary labels and stream for b+tau chains

When using the Primary prescale set we should also enable all TagAndProbe triggers, as they are in the rate shadow of primaries.

This was ultimately to address the issue that b+tau Primary chains had been labeled as TagAndProbe instead, so now correcting them to have the intended Primary label, and move to Main stream.
