update b-jet trigger online monitoring

The changes are for ATR-29019.

• Add back the monitoring tool to the b-jet hypo which was left out during the CA migration. Should fix the missing global histograms.
• Clean up the unused hypo alg config file.
• Change the default tagger from DL1d to GN1 because we don't use DL1d anymore. This value is only used by online monitoring to decide which tagger to monitor in a boffperf chain.
