Add back the monitoring tool to the b-jet hypo which was left out during the CA migration. Should fix the missing global histograms.
Clean up the unused hypo alg config file.
Change the default tagger from DL1d to GN1 because we don't use DL1d anymore. This value is only used by online monitoring to decide which tagger to monitor in a boffperf chain.
