SUSYTools: Fallback to R21 Egamma corrections for Run2 R22

Make the electron efficiency corrector fallback to R21 maps for if using Run 2 R22 (as the Run 2 R22 recommendations aren't yet available). It was already doing this for the isolation and trigger instances, but adding it in for the reco and ID instances. Also updating the ES model for Run 3.
