[DerivationFrameworkTLA] update `DecorateSUSYProcessCfg` to `SUSYSignalTaggerCfg` for TLA derivation

DecorateSUSYProcessCfg has been removed in !65517 (merged), but we didn't update the TLA code.

It would be good to have this Derivation pass in a test.
